First, the B5 report at a glance

The M.V. 15, formerly known as the B5 report, is a mandatory requirement under the Road Transport Act 1987.

  • Mandatory for all private vehicle ownership transfers and is valid for 60 days.
  • Checks the safety and roadworthiness of the vehicle, including tinted glass, brakes, and other crucial components.
  • Verifies the vehicle’s identity through its registration, chassis, and engine numbers.

What exactly is the Puspakom B5 Report or M.V. 15?

Under the Road Transport Act 1987, all private vehicles must undergo a Transfer of Ownership Inspection at Puspakom before being sold. Although many still use the term “B5” in everyday conversation, the document is now officially called the M.V. 15 report.

Essentially, it serves as an official record to confirm that the vehicle is safe and legal. This process is designed to protect the new owner from accidentally purchasing an unlawful vehicle, such as one that has been ‘cut and joined’ or illegally modified, while ensuring the vehicle is in a roadworthy state during the transfer of ownership.

When do you need it?

The M.V. 15 (B5 report) is a mandatory requirement for any private vehicle ownership transfer. It must be obtained before the buyer and seller can proceed with the “tukar nama” process at the Road Transport Department. One critical detail for car owners to remember is the 60 day validity period. If the transfer is not completed within this timeframe, the report becomes void and the car must undergo the entire inspection process again.

What is inspected?

The M.V. 15 (B5 report) focuses on three parts to ensure the vehicle complies with standards for a name transfer. The first part is to verify the vehicle through its registration, chassis, and engine numbers. The second part is the check of tinted glass to ensure that windscreens and side windows adhere to legal standards. The third part is the inspection for any signs of the vehicle being cut and joined, which acts as a safeguard against purchasing a vehicle with compromised structural integrity or illegal alterations.

The entire inspection flow: from start to finish

To obtain the M.V. 15 (B5 report), the vehicle must pass through the following inspection points:

Identification: The examiner checks the chassis and engine numbers to ensure they match the documents.

Headlight Test: This step measures the vehicle’s light beam condition to ensure it is functioning correctly.

Above-Carriage Check: The vehicle’s body is inspected for defects according to the standards of the Road Transport Act 1987.

Tinted Glass Test: This step measures the visible light transmittance rating of windscreens and windows to make sure they are in accordance with regulatory requirements and the tint does not exceed what is allowed.

Smoke Emission Test: The engine’s exhaust gases are measured against legal standards. This involves checking the smoke opacity for diesel engines to measure particle density, while petrol engines are tested specifically for Hydrocarbon and Carbon Monoxide levels.

Side-Slip Test: To test the alignment of the tyres and road handling effectiveness during lateral movement (side-to-side movement).

Suspension Test: To test the performance of the suspension system, including the springs, shock absorbers, and joints on each axle, to make sure everything is working correctly.

Brake Test: To measure how well the brakes stop the vehicle and ensure they are balanced. It also checks for any uneven braking and residual force, as well as making sure the brakes work correctly when the vehicle is parked.

Speedometer: To verify the accuracy of the speedometer by comparing the dashboard reading against the actual speed of the vehicle.

Under-Carriage Check: Lastly, the examiner inspects the under-carriage of the vehicle to look for any potential defects.
